incorrect customer location

I have set up Woo Notifications with following settings:

Show Products: Get from billing
Order status: Processing, Completed

I have noticed that there are notifications about sales from locations where there are no orders from. For example I got a notification “Someone in URRAWEEN, Queensland, Australia purchased a “. I don’t have any customers or orders in this location. I don’t even have registered users in this location. I have customers only from India. Would like ensure authentic notifications are shown. Fake notifications may hamper the credibility of my site.

Also my understanding is that when I select Get from billing to show products, it would show only those products that have been ordered. However I am seeing notifications for other products too. Not sure if that’s the way it is supposed to be. This however is less of a problem for me.
