i need the Fixed Exchange FEE to be added as a percentage of order total value

Under Currency Options in Rate + Exchange Fee, i need the Fixed Exchange FEE to be added as a percentage of order total value. So for example if the order total in Indian rupees is INR X then when converted to US$ the new rate should be the automatic updated exchange rate (US$ Y) + (percentage fee =25% of Y). New total = (US$ Y + 25% of Y) . Here in this example the fixed fee is actually a percentage fee of 25%.

Please can you make this happen. It’s critical we make this work in order for us to meet our goals of international shipping. Without this it would lead to cart abandonments, as it would not be good practice to have to implement this into the exchange rate itself by creating a custom exchange rate(+25%) for the said currency. This would not be good practice and better would be to the keep the exchange rate automated and add a percentage fee instead of the fixed fee as in the example i have given above.
