Order Import Shows Error and Duplicates Orders

I am having an issue when importing orders where immediately after running the import, the progress bar is red and bounces between 0 and 100%.

When checking the orders to see if it is working or not, it shows several orders are imported but there are multiple duplicates of the same order.

Checking the error logs, it shows:
