Show Image Reviews First?

Hi, I enabled “Select Image filter by default” in the settings. However many of my products do not have photos in the reviews (only text), so when I view the page it says example 21 Reviews and then shows none because there are no reviews with photos. Is there a way to either:

A) Add a button next to “With Images” “Verified” “All stars” that says View ALL Reviews?
B) OR is there a setting where we can choose to show photo reviews first – before the reviews with no photos?

Here is an example page where there are only text reviews (with no photos) so it shows there are 21 reviews but none are shown:
