Free shipping message showing even when minimum order amount not reached

Hello,

I have a problem with the free shipping configuration on my WooCommerce store.
Here is what happens:
I’ve set a free shipping method with a minimum order amount of 250 lei.
I also have a Cargus home delivery method active.
In the cart, even when the order total is below 250 lei, the message
“Free shipping for orders over 250 lei” still appears under the shipping options, right below the paid method (Cargus).

Expected behavior:
When the order total is below 250 lei → only the Cargus paid delivery should appear.
When the order total reaches 250 lei → the Free Shipping method should appear and replace the paid one.

I have already checked:
The free shipping method is correctly set to “Requires a minimum order amount”.
The amount is set to 250.
The rule “Apply minimum order rule before coupon discount” is checked.
Cache has been cleared from WP Rocket.
Despite this, the message still appears in the cart.

Can you please help me identify why the free shipping message is shown even when the minimum order value is not reached?
