Cart Currency doesn’t change / unsupported currency

I show different currencies over the website, but I need the currency in the cart page to be USD.
Now I checked the setting “Enable Cart Page” (Change the currency in cart page to a check out currency) but the currency in the cart remains foreign and does not turn to USD.
I added the line of code in the wp-config.php file, and I marked the woocommerce setting to be geo-locate with caching.

The reason I need this is that I use the “Paypal express checkout” plugin in order to checkout through PayPal directly from the cart page, and not from the checkout page.
But because my PayPal only accepts ILS and USD, I need the currency in the cart page to be USD.
