Choosen Country for Email Template

Hello again,
I want to sell my products to all countries but some countries are my top targets and im planning to use WPML plugin for multilingual. So i want to make like that:
If customer billing country is Italy then Italian emails should be send
If customer billing country is Spain then Spanish emails should be send
If customer other else countries then default (English) emails should be sent

But when i check email customizer page just we can “selected” countries if there have an option “Except” function may this more easier for us.
Because we can not select all countries by manually
