Lucky wheel use

Hi there,
1) Can I use the same wheel in various places on my site, for instance, it will pop-up on a home page when a visitor comes to my site. Also, I want to use it on a check-out page. For instance, on the home page I’d like to use it to offer coupons, on the check-out page I’d like to use it to offer gifts.
2) With all that said, can we limit to offer one coupon to one product or category only?
3) Grabbing emails is okaey for coupons, can we grab user IPs to limit the customers to only one gift on the check-out page? For instance, they can write-in endless emails in the lucky wheel to get the free prize, and I want to limit them by IP
