Allow shop manager to edit/create size chart

Hello. I found there a problem to create a new size chart. Editing other size charts no problem if a member as a shop manager for example can do it, but when they click the link to create a new size chart, it show the error: You need a higher lever of permission. Sorry you are not allowed to customize this site.
Could you help yo fix this? Thanks
