auto popup not showing up recently

the “auto popup” function doesn’t seems to work since a while. If I put an product into the cart, the popup should open after the reload, but it doesn’t.
I did not changed any settings before. The cart is working on my machine, but not in incognito mode, or on any phone I tried.

The popup is working, if I turn on: “Ajax add to cart for product on up-sell popup”. But that’s not the behavior I want.
