Bopo – Bundle Rule issues

Hello, we got some issues here.

We’re trying to set these 2 rules using BOPO, can you please give us a solution?

Bundle with 3 products
-buy any 2 products – 10% discount
-buy any 3 products – 13% discount

ISSUES:
-can we do this using BOPO?
-we can’t find/select existing categories (this is happening also for products and other fields)
-we can’t select ALL CATEGORIES (even we leave empty the field)
-we tried to exclude one empty category so the rule must apply to the others, but we can’t find that empty specific category (no result found, same issue above and attached image)
