Change currency is not showing on the checkout

Hi there. I have 3 problems:
1. Even if I have enabled the cart page there is no way to change the currency as the plugin is not shown.
2. If I am selecting the “Change currency follow” to “billing address” the plugin is showing a conversion and not the fixed price corresponding to the currency.(fixed price is enabled)
