Curcy currency change doesn’t work on incognito mode

Hello there!
We have an issue with the currency selector on the incognito mode.
It loads JPY as a default currency (how we can change it btw? screenshot 1). When I try to change the currency to USD, it doesn’t allow me to do that, just reloads the page but keeps JPY currency (screenshot 2).

Could we please fix it?
We disabled optimization plugin on the website, to isolate the issue.
