Currency Conversion Not Working

I am creating an order for a customer from WooCommerce. When I send the payment link to the customer, the price of my product, which is defined in EUR, is transmitted to the payment gateway as TRY without being multiplied by the exchange rate. So, a transaction worth 1000 EUR is converted to 1000 TRY.

I believe I have configured everything correctly. There are no issues with normal checkout and cart operations, but I encounter this problem when trying to receive payments using this method.
