Description images not importing.

Description images are no longer being imported. I tried on two sites within a multisite network. On one(site a), I get a long list of 7k “failed images” . When i click “download all” on the failed images, nothing seems to happen.

On the other subsite (site b) , I tried turning off the background download setting, but the images continue not to be downloaded. In this one It says “you have no failed images” but the description images were not downloaded.
