Discount Bar

I need help getting the discount progress bar working. I am on the staging site andI followed the instructions for setting the Discount process bar but the bar does not appear on top or bottom. Can you help.

I was not sure if a coupon was needed but i created one for this test called “elite8″.
Also I see the Discount Tiers are located under the Cross Sells” tab.

Do need to set up bundles for this?
Do Bundle Price need to begin at zero? I am unable to start from another number.
