Doing fractions before integers

We remove the fractions and add an integer for it. But then we also round our integers. To 5 and 9.

So we would like a price that is 23,5 to become 25.

Now it seems to do the integer first and ends up in 26. 25,3 -> 26. The order of the rules in the GUI doesnt seem to make any difference.

What can we do about this?
