Failed order + new account email combined in one email

We have a weird situation where if a customer is checking out on our site and has “create an account ” checked off at checkout and pays via credit card but the order fails, when the user or admin get the notification the two email templates are combined in one email overlapping each other and showing duplicates of header, heading, etc. .
