Free shipping bar covers logo and menu. It also is not showing up in the cart, check out or mini cart.

I am having trouble with the placement of the free shipping banner. Whether I have it at the top of the page or at the bottom, it covers important website content. How can I force it to stick completely above the menu, or completely below the footer?

I am also having trouble getting the plug in to function with the mini cart and the checkout.
