Free shipping bar not respecting rules

Hi all,

Amazing plugin but on my specific site, I have rules which products qualify for free shipping and which do not.

It appears the plugin isnt respecting the rules and offering free shipping once they spend over $99 regardless the products ordered.

Is anyone able to help as I really like this plugin

I created a test site so that we do not affect the live site, once we find the solution we can move it to the live site.
