How to add reviews for specific languages?

Can say the interface is clear about what it trys to offer. Going into the settings one can for one use Add to languages or add review in other language. Nevertheless to those settings, the plugin refuses to make reviews on the second languages even those mentioned settings are set to the second languages. This mostly comes from the next inconsistency. In the manual review tab there is no such setting for that.
The other question that would be appropriate to ask. Why one makes the tedious work to select specific categories and exclusions in the settings but the do not get respected in the manual review function.

So how to add reviews specifically to the second language? I can not run the schedule because the plugin is deactivated because of the other issue of the plugin I posted about (naming=verified owner)
