How to enable the progress bar?

Hello! I cant find how to show progress discount bar! I set up the coupon code, entered it in the “Discount” tab options, but how to setup to make the discount after a certain amount is on cart? For example if someone put some products over $20 the progress bar will be filled and the discount will be applied
