inncorrect minimum amount of free shipping with multiple shipping zones

I’m using version 1.1.6.1.

shipping zones:
zone A: free minimum shipping minimum amount of 800
zone B: free minimum shipping minimum amount of 2500

I have zone A and zone B with a different minimum of free shipping criteria.
When I set the default free shipping zone of A, it shows the minimum amount of zone A on the top bar but shows the amount of zone B.
