Products not importing, but still getting “Import completed” message

Most categories seem to import fine, but the when trying to import products the bar never moves from 0%. However, the Import completed message still displays. Looking at the store up to 24 hours later (in case of long load times) shows the products were not imported.

Not sure where to begin debugging this.
