Progress bar only appears after entering the shipping address

I have an e-commerce that sells to many countries and has shipping prices depending on the country.

There is one in particular where I am going to apply the free shipping, but this option is only activated when at the time of payment, the user enters his address.
However, the free shipping bar appears even before the customer has entered that data. This bar should not appear because free shipping is only free for a specific country.

Therefore, I would like to know what I have to do so that the free shipping bar appears after the customer has written the address where it is applied in free shipping.
