quantity doesn’t show correctly at checkout page

Description: the currency is set to US, but at checkout, product price changed to the currency corresponding to billing address.
Though the transaction money is correct, the amount display at checkout page may scare the customer away. They may think we are a scammer. So this is a SERIOUS issue.
