My requirements are as follows:
I want to create a **discount wheel** that can function **with or without a form**, and I need to set a rule so that **only the admin** can view and spin the wheel on the spinner page.

The purpose of this setup is to give us full control over how discounts are offered to our store visitors. For example, we may choose to:

* Send coupon codes manually, or
* Disable coupon codes entirely when not needed, or
* Offer free products, or
* Provide percentage-based discounts on minimum or maximum purchase amounts.

Can your plugin fulfill these requirements?
