Round and paypal Issue

Hello,
my default currency has no decimals and neither paypal support, but we accept usd, the problem is after checkout, check screenshot, a payment for 15.15 + a gateway fee of 1, the total is 16.15, this total is send to paypal and is correct, but after the payment (16.15) the order is switch to “on hold” because woocommerce is waiting 16, less than 16.15, the same happens for more, a payment for 300.51 + 18 in fee = 318.51, this total is send to paypal and pay with out problems but woocommerce is waiting 319 so order is change to “on hold”
