Shipping classes calculating rate even though one is manually set

Hello,

Our primary currency is CAD with USD rates being calculated as a backup.

For each shipping class, I have USD rates manually set. However, they seem to still be showing the calculated value in checkout instead of the manually entered value.

I have attached screenshots for the settings in the backend and the checkout on the front.

If possible, I would like to solve this without wp-admin access due to customer privacy issues.
