Why are the meta keys reduced? some of the meta are missing. What is wrong?

We are using Woocommerce shipping tracking plugin (https://woocommerce.com/document/shipment-tracking), we would like to:
1. Add Shipping tracking on our Order completed email template: https://woocommerce.com/wp-content/uploads/2020/05/shipment_tracking_order_complete_email.png

2. We would like to create a email template for: Order Shipped and New Quote Request. Currently there are no template samples for it: https://prnt.sc/1UZ8KYdq4nFH
