The rules does not work correctly

I create 2 gift packs (gift pack 50+ and gift pack 80+) check attached photos. The 50+ has one specific product and the 80+ has another product.
Then I created 2 rules to match them with the gift packs. The rules are (rule 50 to 79 & rule 80 to 99) check the attached photos.
What I want to do is the product of gift pack 50+ to be added in the cart automatically when the total amount of cart is from 50 to 79 euro.
If the total in cart is between 80 and 99 euro then the product that will be added in the cart as gift will be the one shown in gift pack 80+.
My problem is that if the cart has in total 90 euro the product that added in the cart as gift is the not the one shown in gift pack 80+ but what we show is the one in gift pack 50+.

Since it does not work correct I had disabled everything till you check it.
