Upsell pop-up not showing up on cart

So our first issue is
1. When we add to cart any product the upsell pop up doesnt give the option to add to cart the up sell products
instead of that if we click on it it takes us to the upsell product page

2. The upsell pop up doesnt show up on the cart page nor the cross sell pop up displays on the cart page
We want to display a pop up also on cart page
