using WooCommerce Email Template Customizer in a multilingual environment

I use the WooCommerce Email Template Customizer in a multilingual environment using WPML but I can’t get it to work as it is meant to be. I create proposals in Woocommerce and that does work. All proposals are send to the customers in their language. A surprise for me, because I could not describe a language rule to the documents for every language. For these optional proposal plugin I use the default template, which I translated manually.

But I also translated the complete order template into the other languages and changed the rule of language to select the right language. But orders in every language will receive the English email. How can I change this?
