UX issue adding new product

When adding a new product the Save Attributes button is greyed out until the product is published.

• add new product, enter product name, description
• switch to variable product
• click Attributes
• add existing attribute (eg Size, mine are Button type, horiztonal)
• tick Used for Variations
• click Select All, all sizes show up in list
• cannot click Save attributes
