What about those cities are not defined into free shipping what people will see?

Got some question after configuring the plugin

What happens with customers who shop in the store but are not located in the cities eligible for free shipping? For example, cities 1 and 2 are enabled for free shipping— what happens with customers coming from city 3? What is shown to users who access the store from city 3?

We’ve noticed that the “free shipping” banner still appears during checkout and on the product page, which shouldn’t be the case. This could be perceived as misleading advertising and may lead to legal issues.

How to avoid exposing free shipping bar to those ones who do not belong to cities defined for free shipping, ??
