When does the Rate actually update? By cron?

Hi – we are trying to keep our exchange rates consistent with Google Merchant feed
Currently we have this updating automatically using your plugin every 1 hour

Enabling email notification shows me it updated today at 9.56 – is there a reason for this? Is there a way we can have this schedule to update at a particular time like 9am?
