Why does bulk order add shipping cost?

Hi,
It seems that when I do bulk ordering, shipping cost is added to the order, even though it should be free in the given store.

Here is the screenshot of a recorded bulk order, and one when placed manually.

You can see that the manual does not add shipping, since the store has no shipping cost over $10.

This is a problem, why is this?
