Update WooCommerce Notification, reduce renew reminder

The new WooCommerce Notification version 1.3.9.8 provides you some small fixes.

Fixed: Sounds file corrupt. In the previous version, there is a problem with MP3 files in the plugin. This update brings back the notification sound.
Changed: Increase key activation and support renew reminder.
Added: Allows customer to dismiss key activation and support renew reminder.
