Paypal set currency creates a constant loop

If a customer selects a different country or currency in checkout and Paypal is set to accept payments in EUR, the checkout page continually refreshes in a constant loop. If the checkout currency for paypal isn’t set, the problem is resolved. But we had always been able to display checkout in another currency and then force the payment in EURO through Paypal.
