Customize WordPress Lucky Wheel

Hi,
I need to create a wheel that has the name of recipes on each division. When the wheel stops spinning and a recipe is targeted, the popup should show a link to the recipe. If the user is not happy with the result, he should have the option to close the popup and spin again. We are not going to collect any kind of data, it’s just a game that for the user to find some cool recipes.
Is this possible with this plugin? We are using wordpress/divi builder to create the site.
If it’s not possible to do it as it is, do you offer customization? How much will this cost?
We need to solve this ASAP to present the project to the client.
