Double Cross-sell popup on checkout

Hello,

Our client asked for a specific functionalitie on checkout which is a Cross-sell popup offering a choosen product. If the first popup is closed & product isn’t added to cart, the client would like to trigger a second popup with a cheaper product.
Is it possible to create this second popup with this rule?
