Free shipping bar not displaying on cart or checkout page

Hi there, the free shipping bar notification is no longer showing on the cart and checkout page, even though in settings I have it enabled.

In settings > design I have the Small Progress bar enabled to show above process button on the cart page, and above payment methods on the checkout page.

Please advise, thank you
