Free shipping bar not showing.

I had the free shipping bar working but I ran a sale for free shipping any price. After changing the parameters back to $69 minimum order for free shipping the bar does not appear. Sometimes it appears and says any amount is free shipping, sometimes it appears on the home page.

I want it to have bar or notification on the cart, checkout, product page, home page etc. Also if after adding a product to the cart a popup could come up to tell the customer how much more they need to purchase to get free shipping, that would be great.
