Free shipping ignores IP zone

Hello,

I have the premium version of this plugin with the IP detect but it seems to ignore that info. I have free shipping in the US with 160$USD and free shipping in Canada with 160$CAD purchase.

However when user is not from those countries I do not want to display the shipping bar…Using a VPN I tried accessing the site from Thailand (Private window/cookies not stored). Even though I do not have a free shipping rule for that country I still see the shipping bar (see screenshot).
