Free Shipping shows to none eligible countries

Hi there,
At the moment i offer Free Shipping to UK only (domestic) and the plugin works fine.

But when people from other countries try to order they see all the Free shipping bars and see a “Congratulations you got free Shipping which is not true and a little bit missleading (photo attached).
Is it possible that they don’t see anything that has to do with Free Shipping if they are not eligible?
