general / global recommendations not showing on product page

hi
i am trying to add on all website pages static recommendations above the footer section.

on product page when product do not have recommendations but i want to add general recommendations that do not relate to the product the recommendations not showing.

for example here it is showing well at the bottom because product already have other recommendations (please check above the footer and not the product recommendations):

and here not:
