how can I make only the first 3 steps to be mandatory and the rest steps to be optional?

    I have about 9 steps for the user to choose items from,

    Processors
    Motherboards
    Graphic Cards
    RAMs
    HDD Storages
    SSD Storage
    Cases
    Power Supplies
    Cooling Systems

    in each step, the user must choose an item to go to the next step BUT I want this to happen only for the first 3 steps, and for the other steps the user can go to the next step without choosing any items.
