is there a way to activate review button based on order status?

Hi, I was hoping to know if it’s possible to activate the review button based on order status.

with current setting, review button activates eventhough the order is on it’s “on-hold” status.
This means the customers haven’t sent their payments yet, and still can review the products.
So instead, I was hoping if there is a way to activate review button in my account -orders page after the order status has become “processing” or “completed”

Let me know if this is possible.
