Mark out of stock items with a line and TOOLTIP not showing

Hi guys, is there any way I can show the out of stock items with a line, as shown in image below?
Using CSS or functions.php

And about tooltip, I’m trying to show the name of the color when client hover on the swatch or show it when selected. But not happening. Plsss help
