Multicurrency not allowing Minimum Spend Free Shipping

I have 2 shipping methods set – 1 is a flat rate fee (NZD$20), and the other is free shipping with a minimum spend of NZD$400. However, when the users cart spend of NZD$400, there is still the flat rate fee being adding to the cart total. How can we get the minimum spend free shipping to overide the flat rate fee?
